A successful development project requires that Hearn Construction controls three elements of construction: Quality, Schedule and Cost. To achieve these objectives, the activities and responsibilities of each member of the development team must be clearly defined and executed in a professional and timely manner. The actual scope of work performed by Hearn Construction will be established in accordance with the Owner’s requirements.
Quality Control:
The following activities are involved in quality control
and contract management.
- Construction Supervision
- Set up and maintain a comprehensive construction management computer program to track all activities. Hearn Construction uses a CM program called Pro Log.
- Daily Logs
- Weekly Staff Meetings and Status Reports
- Owner Meetings
- Construction Photographs
- Contract RFI
- Contract Change Orders
- As-Built Drawings
- Document Management
- Observe the progress and quality of construction.
- Prepare and continually update "To Do Lists" for all parties including Owner, Architects, Hearn Construction Staff and all other consultants involved.
- Establish clear lines of communication.

- Suretrack Master Schedule Program
Schedule:
The master schedule must properly interrelate all the work, both on-site and off-site. Milestones, once established, can then be updated and monitored on a monthly basis, as needed. We recommend that the events of the project be summarized for management control, into a bar chart form and critical path to create a Summary Master Schedule. Should delays occur; the Contractor will analyze the situation, identify the options and make recommendations to the Owner.
Constant monitoring of critical activities during the process of the work will provide the opportunity to identify and resolve any problems that may affect the schedule. In addition to the monthly update of the Schedule, job progress will be monitored via weekly meetings. Cost Control:
Working with the Owner, Hearn Construction will develop a cost control system for budget monitoring purposes. A spreadsheet-type format will be developed utilizing requirements established by the Owner. This budget report will record, monitor, and track all construction management, architectural and engineering, administration and construction costs for the project. The budget and monthly cash flow projections will be updated periodically and submitted to the Owner for review and comment.
Hearn Construction performs a review of the contract and construction document as they near completion with respect to the following: constructability, general conditions, specifications related to scheduling, contract administration, process payments, potential conflicts between plans and specifications and within the construction drawings, and other appropriate considerations. This review will highlight items which need further clarification or corrections.
Hearn Construction will prepare for approval the initial cost breakdown for progress payment purposes. Using this breakdown for master control, monthly progress payment estimates will be prepared by computer processing based upon the percent of the work completed to date with consideration for materials and equipment stored on-site.
Final payment will be made only after the thorough review of the completed design documents and construction, previous payments, preliminary lien and stop notices, and submittal and record documents for closeout of the contract.
